The press conference has just finished with Horatio Alger, Chief of the Ministry of Information.
He just announced the successful launch of the newest series of Communications Satellites, COMSAT Kimmei. The previous series 'Vittata' was never put into production and only one was ever launched. The Kimmei series boasts vast improvements over its older counterpart. It will allow all local broadcasts to be recieve nationwide throughout AkebonoBambusa. In addition to radio and TV broadcasts, Kimmei comes packaged with some of the most sensitive receivers available. Never again will AkebonoBambusans get an "All Circuits Busy" message as the Satellite and its yet to be launched clones will expand the bandwith for the nations cell phone industry.
We here at ABBS News has to wonder why the satellite was launched not by the Ministry of Space and Aeronautics but by the Ministry of Information. In this day in age it can only be assumed that Kimmei will not only be a boon to the telecom industry but also be a key component of some governmental network. Only speculation though.

Foreman: The Secretary General recognizes the honorable delegate from Vitalinia

Fellow delegates, it has come to our attention that the sovereign nation of AkebonoBambusa has launched a new communications satellite into orbit. I believe I can speak for the entire delegate assembly in saying that it is indeed a sovereign right of the nation of AkebonoBambusa to establish a communications satellite to improve their nations communications sector. However, we question the true intent of this satellite as ABBS News of AkebonoBambusa has revealed that it was not launched by their Ministry of Space and Aeronautics, but by the Ministry of Information. This gives us reason to suspect that the satellite is being used for espionage purposes, thus violating the sovereignty of neighboring SNQ nations. If it pleases the Assembly, Mr. Secretary General, I ask that the honorable delegate from AkebonoBambusa explain to us the true purpose of the satellite.

Location: Bunker Located Deep Below The Royal Palace
Setting: This is the main command and control bunker for the Beejayan Military, nicked named "Ace's Den." In a large room sits a state of the art projection system showing the current movements of all Beejayan Military Units. Information from all services are fed into a super computer and graphical representations are projected in blue. Units from other nations are also shown using the best estimates gathered from Beejayan Intelligence Services. These are also color coded:
Green- Allies Red- Enemies (used only in war time situations) Yellow- Belligerents (Not Allied, but not at war) Gray- Neutral
In addition, video links can be made with command centers, and those images are also projected on the large table.

::Exiting the elevator, The Grand Duke enters the main room looking over the current status of the Beejayan Military. Sitting down in his chair he dials in El Prez, his intelligence chief. Immediately her face is projected in front as well as the information she is speaking about.::
::Ace:: So it seems this satellite has gotten some more attention besides our own. Have we analyzed the signals from it?
::El Prez:: Yes, so far it seems to just be a communication satellite. However, if we were to launch such a device I would have our signals concealed in simple communication. We are continuing to analyze the signals from the satellite.
::Ace:: Is there a chance that there are cameras attached to it?
::El Prez:: Yes. But at this time, we are unable to confirm that. However, I should note that if cameras were attached to such a satellite, it would be less effective to announce the launch.
::Ace:: Because if we knew where it was... we could hide whatever we didn't want them to look at.
::El Prez:: Exactly.
::Ace:: Not that we have anything to hide. I shall have Angel keep us informed on this matter. Have your agents continue their work.
::El Prez:: As you wish Your Highness...

SETTING: The SNQ Delegate Assembly
Ambassador Eleleth stands up to address the Assembly.
As I am only an ambassador I am not qualified to understand the inner workings of something so complicated as a satellite. My expertise is in politics. I have inquired into the matter from my administration, and they have informed me of some of the specifics so that I may ease the fears of the Assembly.
The Kimmei Series contain no sensors in the visual band of the EM spectra. The Kimmei Series is designed to monitor and rebroadcast frequencies that are both of private and public concern. Due to its orbit it has line of sight that covers a good portion of our hemisphere. This brings broadcasts from our region as well as others into the realm of AkebonoBambusa, which before were not in range. It has been a boon to our Telecom industry. The government of AkebonoBambusa uses it for many internal purposes, public broadcasting, millitary, emergency response, and as a money maker as we lease spare bandwidth and frequencies to private corporations.
As it stands Kimmei Series are bright stars in our sky. They were designed in cooperation between two Aerospace Engineering firms under the direction of the Ministry of Information at great cost to AkebonoBambusans.

Although we have little interest in television broadcasts of other nations, as it is really none of our buisness.... are we to understand that there is a ban on satellites with image capturing equipment? The Grand Duchy of Beejaya would like clarification on this issue as we feel that satellites of this nature are vital to regional security.

In response to the question from the honorable delegate from Beejaya, as it stands there is no ban on satellites with image capturing equipment as it is their sovereign right to possess it. The only foreseeable stipulation to this is that if the image capturing equipment is used to interfere in the affairs (be it political, economic, etc) of a sovereign nation. This includes satellites for espionage purposes against nations during peacetime.

General Zitlaiv- Sir, the situation is grave. The satellite that was launched about two days ago is confirmed to have image capturing devices.
Dictator Vizliat- It is as we feared after all then.
General Zitlaiv- Yes sir, the satellite is being used to pin-point major military instellations for possibly, nuclear warfare.
Dictator Vizliat- Well, we can only expect the worst. Put our security level to defcom1, move in our carriers as close to AkebonoBambusa as you can without alerting them, and prep a black ops. team, we're going in.

Sandy Green here on the beaches outside of Stachys City near the launch pad that has recently been active with the launching of our new satellite system. There have been three recent developments in the satellite story. With the new satellites we have been able to monitor news broadcasts from other countries and we have one here from Vitalistan that seems rather disturbing. It seems that they have activated their military on a grand scale. The second set of news reports comes from fishermen off the coast that have reported cruisers and other naval ships flying the Vitalistani flags. These two reports together seem to mean that something is happening but we have no official word from either AkebonoBambusans government or the Vitalistani government. It wouldn't be so scary if we knew the purpose of these ships.
The third piece of news is of relevance to the satellites themselves. It seems with the success of the past 3 that we are launching another set of three satellites. The first of which is to be launched at noon on Wednesday.

Ivanov: "We thank Her Majesty for her time. If she will allow us, we will be concise. As of two weeks ago, AkebonoBambusa is in the process of launching satellites into orbit that are capable of intercepting and rebroadcasting frequencies outside of their national boundaries--"
The Empress: "Kirill, I hope you are not implying that these satellites will be used for reasons other than purely commerical."
Borodin: "The reports have been ambiguous, Your Majesty. Their own ambassador, during the SNQ Delegate Assembly four days ago, confirmed that these satellites are being used by the AkebonoBambusa government for military purposes. Added to the fact that they are being launched by their Ministry of Information... I do not like it."
The Empress: "Agreed. However, unless hostile action is taken by the AkebonoBambusa government, I don't perceive how we can oppose the launchings."
Borodin: "Which brings us to the main point of this evening, Your Majesty. We have just received word that several naval cruisers of our brother nation Vitalistan has been spotted off the coast of AkebonoBambusa."
Ivanov: "Apparently, The Honorable Adre Vizliat has overreacted to the satellite launches and sent an elite Black Ops force to investigate. So clumsy was the effort, however, that they were spotted by the nation's local fishermen."
The Empress (rubbing her eyes wearily): "And how are they so sure that it is Vitalistan at their door?"
Borodin: "They spotted the flags, Your Majesty."
The Empress (laughing): "What sort of imbecile sails their country's flags during a Black Ops mission?" (Laughter continues for several minutes.) "Vitalistan should know better. I'm sure that the other members of the Six are deeply upset with these turn of events. Minister Ivanov, publish a statement available to the other members of the SNQ condemning the actions taken by the Vitalistani government. Vitalina holds no qualms about the satellite launchings and a representative will in fact attend the next launching should the invitation become available. Should it be needed, AkebonoBambusa has our support in repelling Vitalistani troops from their shores. Even against one of the Six, we will do our part to uphold national sovereignity. Now if you will excuse me, gentlemen, I have an opera to attend."

Sandy Green here, back on the beaches outside of Stachys City. It seems that last night all AkebonoBambusans were at threat from being invaded by the forces of Vitalistan. While our forces were preparing for the defense of the country, it seemed that regional politics was what saved us from the onslaught. Still the night did not come without casualities. It seems that while one of the Vitalistani cruisers were pulling out from our waters it managed to crash into and totally destroy one of the local night trowlers the "GDS Crabber". All twelve hands on board were killed in the icy waters off our coast. Already today the local churches are raising money to build a memorial to the GDS Crabber.

My fellow delegates, it is with great regret to be addressing you this way today. We wish to apologise for the actions of our sovereign nation against our fellow sovereign nation of AkebonoBambusa. We deeply regret the lives lost that fateful night. We must assert that as our cruiser and the fishing boat were on international waters, we did not violate AkebonoBambusa's sovereignty. Nonetheless, we still wish to apologize to the families of the civilians who lost their lives in the accidental collision. We assure this Assembly on our nation's honor that we have pulled out our remaining cruisers, carriers, and Black Ops. team from Akebono and are back on Vitalistan soil. And with the permission of the government of AkebonoBambusa, I wish to immediately travel to AkebonoBambusa and personally deliver a check of 1 million sai on behalf of the Oppressed Peoples of Vitalistan to each of the twelve families of the civilians that were lost at sea. We ask that this and our apologies be accepted that our region can be united once again.

On the view table are current locations of military forces between Vitalistan and AkebonoBambusa. All of the information has been compiled through local news networks and various satellites positioned over the region. Standing along the table are all of the major players in Beejaya. As always, they refer to each other by their code names.
El Prez:: It appears that military action has been avoided.
Ace:: Pity.... It would have been interesting to see how that would play out. Make sure our borders are secured. I want increased air and ground patrol... if anything does break out... we don't want it to spill onto our territory.
Walrus:: What is our official statement on this matter?
Ace:: We have none... but reposition our forces so that they are closer to the conflict area. I much rather have them guess what our plans are as opposed telling them who we would support. Make sure everyone sees us.
Walrus:: As you wish.
Ace:: Monitor the situation.... I'd rather not be in the spotlight for a while.
